The submission is in three sections:
Firstly, an Overview, setting out key problems and issues to be addressed;
Secondly, a commentary on changes made to this version compared to the previous version;
and Thirdly, an article-by-article analysis in Annex A in a tabular format.

These comments were made by the Deep Sea Conservation Coalition (DSCC) on the release of the Draft Regulations on Exploitation of Mineral Resources in the Area, and the accompanying Note by the Legal and Technical Commission of the International Seabed Authority (ISA).

This submission was put forth by 30 organizations, including DSCC members, in response to the call for comments on the draft Strategic Plan of the International Seabed Authority, which was requested by the Council. The focused on some fundamental questions that need to be addressed, first and foremost, for integration in the ISA Strategic Plan.
